Changes that 10th Edition needs

With tenth edition rumoured to be released next year, the usual hype that surrounds such a release especially an edition with such an auspicious number, and with ninth have three codices yet to be released. What are some changes I would love to see with the new edition.
first is the codex supplements, get rid of them. They only affected space marine players except grey knights that is. They are an extra expense that isn't needed. Keep the space marine codex for codex astartes compliant chapters, like it has been since third. Give the non codex compliant chapters their own codex. Chapters like space wolves, blood angels, and dark angels have enough unique units to deserve this. Raven guard, Iron hands, and imperial fist only really just have a couple of named characters so they have no need for a supplement, let alone a full codex.
Next remove the pay wall for digital codices, whether you pay for the warhammer 40000 app alone or get it part of warhammer plus. If you paid for the codex you shouldn't have to pay extra for the digital coopy that is given to you. This has always felt like dlc on disc that capcom did. I paid for the book, I have the code, I shouldn't have to pay a monthly fee to pay for the digital codex and if you got the space marine codex on released and used the app. You have officially paid more for the privilege to use the digital code than the codex itself. If gw wants to charge, lock off the list maker and rules (more on that later), and only allow the codex you have paid for. The bonus with this is gw could sell just digital codices and save money on printing a book.
So now, stop the limited edition starter boxes. Let me be clear this is the boxes like indomitus and dominion not the battle boxes. Keep them going like the horus heresy age of darkness box. A permanent edition to the range, they are great way to get peopole into the game and veterans to boost their forces. Two armies and the full rulebook no matter how late you are into the edition. Even if the full rulebook lacks the lore like kings of war. It would be fantastic to have a proper rule book without paying the extra.
With that also make the rules free to download, every other company does it, mantic, warlord, and warcradle all do it. If gw is going to continue with limited edition starter sets, then makes the full rules free. Again no behind a pay wall of the app. It doesn't have to have any lore attached just the rules.
Finally actually make faction keywords like imperium, chaos, aeldari actually mean something. I remember the fourth edition sisters of battle codex, or witch hunter if you wish to more accurate. Being able to take space marines and sisters of battle in the same force a=was amazing. Especially like me and you make narrative forces. Currently working through my return to Armageddon force at just 7000 points. If I could use all several uits from different armies together would be great. Even if it was like the witch hunter codex the other force was extremely limited. Like 0-2 troops 0-1 of everything else. Warlord needs to be from the parent army. The best examples are the custodes codex, you can have custodes, sisters of silence armies, or both with certain stipulations. Same with craftworld aeldari with harlequins and corsairs.
added bonus I just thought of certain named characters should not be locked behind subfactions. Belasarius cawl, roboute guiliman, Abbadon. They are too important for their given faction to be stuck with legion, chapter, forge world keyword.We have started see named characters lose these, such as saint celestine. It would be great to see the big leaders not have to be used for one subfaction. Though if we see more loyal primarchs then yeah Guilliman can keep the ultramarine keyword. As of now he is emperor regent so could lead any chapter.
Last one which should have been the first, too be honest. Less rules when the average codex is taken up by more rules than actual datasheets. The grey knight codex has forty pages of rule compared to the 20 pages of data sheets emphasises how much of an issue this is.
